Sweden Labour Cost Lab

Taux employeur effectif — Arbetsgivaravgifter (taux plat)

Labor Cost Lab · Sweden module

Sweden Labour Cost Lab

Simulation module for Swedish labour costs. This version computes the gross wage, arbetsgivaravgifter (employer contributions), income tax (kommunalskatt, statlig inkomstskatt, grundavdrag, jobbskatteavdrag), the employer cost, and the main social and socio-fiscal wedge indicators.

By Hugo Spring-Ragain, Economist, CEDS Paris

Sweden · 2026 socio-fiscal module

Methodological note: Sweden has no statutory minimum wage. Nor does it have a single, universal collective agreement: the Swedish model (the "Ghent model") relies on roughly 700 sector-level collective agreements negotiated by unions and employers, covering about 90% of employees in total, each with its own negotiated wage floors. Absent a single national figure comparable to a statutory minimum wage, this module uses by convention, as its 1.0x reference wage, the work-permit wage threshold set by the Swedish Migration Agency (Migrationsverket): 90% of the national median salary published by Statistiska centralbyran (SCB), i.e. 34,470 SEK/month for decisions from 1 June 2026. This is an official, dated figure, but it is neither a statutory minimum wage nor the outcome of a collective negotiation. See the Methodology tab for full detail.

The module combines arbetsgivaravgifter (employer contributions, a flat 31.42% rate with no wage ceiling) with Swedish income tax: kommunalskatt (municipal and regional tax, Stockholm's combined rate used as the reference), statlig inkomstskatt (national tax, 20% above a threshold), grundavdrag (basic allowance), and jobbskatteavdrag (earned-income tax credit).

From net wage to employer cost

Breakdown of the path from net wage after tax to total employer cost, distinguishing income tax and arbetsgivaravgifter (employer contributions).

The employee pension contribution (allman pensionsavgift, 7%) is fully offset by an equal tax credit across this module's entire wage range: it therefore shows as 0 SEK by construction. See the Methodology tab.

Additional charts

The charts below detail wages, effective rates, the income-tax breakdown, the socio-fiscal wedge, and the marginal return on a gross-wage increase.

Employer cost, gross wage and net wages

Comparison of the gross wage, net wage before tax, net wage after tax, and employer cost across the multiple of the Swedish reference wage.

Effective levy rates

Employee rate (always zero by construction), employer rate (arbetsgivaravgifter, flat), and effective income tax rate.

Income tax breakdown

Kommunalskatt (municipal and regional tax) and statlig inkomstskatt (national tax), net of jobbskatteavdrag (earned-income tax credit), monthly amounts reconstructed from the annual totals.

Social wedge and total socio-fiscal wedge

Comparison of the social wedge before tax and the total socio-fiscal wedge after income tax.

Marginal return on a gross-wage increase

Share of an additional Swedish krona of gross wage kept before and after income tax.

The marginal effect moves around the statlig inkomstskatt threshold (643,000 SEK/year) and follows the continuous progressivity of the grundavdrag and jobbskatteavdrag; since arbetsgivaravgifter is a flat, uncapped rate, it creates no threshold effect on the employer side.

Key indicators

The indicators below are computed at the Swedish reference wage (multiple = 1).

Reference gross wage — Migrationsverket threshold, monthly
Effective income tax rate — Income tax / gross
Effective employer rate — Arbetsgivaravgifter (flat rate)
Cost / net ratio at 1 reference wage — After income tax

Lab Index

Labour cost efficiency indicators.

Lab-E —
Lab-B —
Marginal transmission —
Marginal capture —
Implicit progressivity —
Low-wage support —

No targeted, degressive employer relief is modeled for Sweden: the Lab-R indicator does not apply here. Unlike the Netherlands, however, the Swedish Lab-E is not structurally overstated: here, net wage before tax is genuinely equal to the gross wage because the employee pension contribution is genuinely offset, krona for krona, by an equal tax credit, not because a non-zero social contribution is bundled into the reported tax (see the Methodology tab).

Lab Index

Lab-E = 100 × net wage before income tax / employer cost.

Marginal transmission

Share of one additional Swedish krona of employer cost reaching net wage.

Implicit progressivity

Change in Lab-E when the wage level increases.

Marginal destination of one additional Swedish krona of employer cost

Marginal split between net wage, employee contributions and employer contributions.

Data

The Swedish dataset can be downloaded as a CSV file. It contains every simulated wage point for the standard profile: gross wage, income tax, arbetsgivaravgifter, employer cost, and socio-fiscal wedge indicators.

Data for the standard profile

Standard employee (Stockholm)

Multiple Gross wage (SEK) Net before tax (SEK) Income tax (SEK) Net after tax (SEK) Employer cost (SEK) Employee contributions (SEK) Employer contributions (SEK) Social wedge (SEK) Total socio-fiscal wedge (SEK) Employer rate Cost / net after tax

Employee contributions = net allman pensionsavgift (0 SEK by construction, see the Methodology tab). Employer contributions = arbetsgivaravgifter.

Methodology

The Sweden module relies on a regulatory simulation of labour cost for a standard, single, childless full-time employee, in Stockholm kommun.

1. The reference wage: why Sweden has no "SMIC"

Sweden sets no statutory minimum wage and has no single, universal collective agreement. The Swedish model (close to the "Ghent model") relies on roughly 700 sector-level collective agreements negotiated directly by unions and employer organizations, which together cover about 90% of Swedish employees — each agreement setting its own wage floor, with no single national figure comparable to a statutory cross-industry minimum wage.

Absent such a figure, this module uses by convention, as its 1.0x reference wage, the work-permit wage threshold set by the Swedish Migration Agency (Migrationsverket): 90% of the national median salary published by Statistiska centralbyran (SCB), i.e. 34,470 SEK/month for decisions from 1 June 2026 (the national median salary itself being 38,300 SEK/month). This is an official, dated figure, directly comparable in level to a labour-market entry wage — but it serves an administrative purpose (a work-permit threshold) distinct from that of a statutory or negotiated minimum wage, and should be read as such.

2. Arbetsgivaravgifter (employer contributions)

Arbetsgivaravgifter are entirely borne by the employer, at a flat rate of 31.42% of the gross wage, with no wage ceiling at all -- unlike employer contributions in most other countries modeled in the Lab. This rate breaks down into socialavgifter (18.80%: alderspensionsavgift 10.21%, efterlevandepensionsavgift 0.30%, sjukforsakringsavgift 3.55%, foraldraforsakringsavgift 2.00%, arbetsmarknadsavgift 2.64%, arbetsskadeavgift 0.10%) and allman loneavgift (12.62%). The flat rate and the absence of a ceiling mean the effective employer rate is exactly constant (31.42%) across this module's entire wage grid.

3. Income tax: kommunalskatt, statlig inkomstskatt, grundavdrag, jobbskatteavdrag

Swedish income tax combines four mechanisms, all bundled into a single "income tax" column in this module:

  • Grundavdrag (basic allowance): a 5-segment allowance based on annual income, expressed in multiples of the prisbasbelopp (59,200 SEK in 2026), which reduces the taxable base before rates are applied.
  • Kommunalskatt (municipal and regional tax): applied at a constant rate on the taxable base after grundavdrag. This module uses Stockholm kommun's combined rate (30.55% = 18.22% kommun + 12.33% region) as the reference municipality, following the same logic as Zurich for Switzerland or London for the United Kingdom.
  • Statlig inkomstskatt (national tax): 20% of the taxable income above the threshold (skiktgrans) of 643,000 SEK/year. The "varnskatt" (an additional 5-point bracket) was permanently abolished from the 2020 income year onward.
  • Jobbskatteavdrag (earned-income tax credit): a 4-segment credit, applied only against municipal tax, which grows with earned income up to a cap and then plateaus (about 47,553 SEK/year at Stockholm's municipal rate, at very high income).

The calculation uses the official continuous formulas for the grundavdrag and jobbskatteavdrag (prior to their discretization into monthly withholding tables), consistent with this project's general approach of targeting the final tax due rather than the payroll withholding table. These formulas were verified word for word against Skatteverket, Teknisk beskrivning SKV 433 (edition 36, 2025-12-10), and revalidated against its official worked examples (see analysis/sweden/swedish_tax_2026.py).

4. Why the displayed employee contribution is 0 SEK

The employee pension contribution (allman pensionsavgift) is 7% of income, capped at 8.07 times the inkomstbasbelopp (673,038 SEK, maximum avgift 47,100 SEK). This contribution is fully offset, krona for krona, by an equal tax credit (skattereduktion, 100% of the avgift), capped at the total tax due before the credit (SKV 433, section 7.5.1).

Across this module's entire grid (0.80x to 6.00x the reference wage), the tax due before the credit always exceeds the capped avgift: the credit is therefore always fully usable, and the net effect on take-home pay is exactly zero. This is not the same simplification already adopted for the Netherlands (where loonheffing genuinely bundles national insurance and income tax into a single withholding): for Sweden, the mechanism genuinely cancels to zero and is documented as such. Following the convention already adopted for that Dutch mechanism, the employee contribution and its offsetting credit are not modeled as two separate lines: the employee contribution is therefore 0 SEK by construction in this module.

5. Indicators produced

  • Net before tax: gross wage minus the employee contribution (0 SEK by construction, see above) -- so equal to the gross wage in this module.
  • Net after tax: net before tax minus monthly income tax (kommunalskatt + statlig inkomstskatt minus jobbskatteavdrag).
  • Employer cost: gross wage plus arbetsgivaravgifter.
  • Social wedge: difference between employer cost and net before tax (here, exactly equal to arbetsgivaravgifter).
  • Total socio-fiscal wedge: difference between employer cost and net after tax.
  • Marginal return: share of an additional Swedish krona of gross wage kept before and after income tax.

6. Lab Index

The Lab Index measures the wage efficiency of labour cost, independently of income tax. Lab-E = 100 × net wage before income tax / employer cost, Lab-B = 100 − Lab-E. No targeted, degressive employer relief is modeled for Sweden: the Lab-R indicator therefore does not apply here.

Unlike the Netherlands, where Lab-E is structurally overstated because loonheffing bundles a genuinely due social contribution with the displayed income tax, the Swedish Lab-E is not a presentation artifact: net wage before tax genuinely equals the gross wage because the employee pension contribution is genuinely neutralized by an equal tax credit across this module's entire grid (see section 4 above).

7. Limits of the scenario

Sweden has no statutory minimum wage: this module's 1.0x reference wage is the Migrationsverket threshold (90% of the SCB median salary), an official, dated figure that is distinct from the floors actually negotiated by the roughly 700 sector-level collective agreements covering about 90% of Swedish employees. Only one reference municipality (Stockholm) is modeled; the combined municipal+regional rate ranges from 28.93% to 35.65% depending on the kommun in 2026 (national average 32.38%), which shifts both the kommunalskatt amount and the jobbskatteavdrag cap. The employee pension contribution (allman pensionsavgift, 7%) and its fully offsetting tax credit are not modeled as two separate lines because they cancel out exactly over this module's entire wage range -- the displayed employee contribution is therefore 0 SEK by construction. Only the single, childless profile is modeled, with no avgift till registrerat trossamfund (religious-community fee), no pension income, and no other income. The calculation uses the official continuous formulas for the grundavdrag and jobbskatteavdrag (prior to their discretization into monthly withholding tables), consistent with this project's general approach of targeting the final tax due rather than the payroll withholding table.
